Maybe try setting the 'reply-to' address explicitly to 
'plug-discuss at lists.plug.phoenix.az.us'.  In the 'General' options, 
there's a 'Reply-to header munging' section, and setting an explicit 
reply-to is the last option.  Maybe that would help?  (As long as the 
list address is the same, I bet most filters will catch it, but maybe 
some are more inflexible that others?)
