New installation painfully slow - how to investigate?

it almost sounds like an ipv6 problem.
try adding this to /etc/modprobe.conf
alias net-pf-10 off
and rebooting
see if that helps. I ended up having to do that on my dns server because
that caused dns to be S - L - O - W
