I take it you're running xntpd. If so, it's a beast to get configured 
correctly (at least the last time I tried). If there's something it 
doesn't like it just won't do anything, and it'll not do anything very 
quietly. Reading the docs gave me the impression that before I could 
write a config file they wanted me to learn enough about it to basically 
write my own implementation. Eventually I figured it out, but that was 
years ago. Now you're probably running from a package, perhaps even 
included in the base install. Did they give you a config to start with? 
I don't remember which distro/package/etc that you're using...

I've been using OpenNTPD. It's not quite as accurate, but it's dead 
simple to install and configure.
