Connection Refused When Attempting to Contact plug.phoenix.az.us

Unable to reach the PLUG page.

Keep getting the dreaded "The connection was refused when attempting to
contact plug.phoenix.az.us".

My firewall shows a blocked incoming ICMP from remote host 255.255.255.255
and a block incoming ICMP from remote host 139.130.97.62 at about the same
time of one attempt however this does not seem to be repeatable.

Any ideas.
