Open SOurce control panel?

Check out webmin (www.webmin.com)  It does a lot more than just that but 
you can create users and restrict their ability to only modify apache 
and then restrict it so they can only modify apache for certain sites. 
I am not sure it is going to have the flexibility you want though.
