Default Mozilla theme

Does anyone know of an easy way to configure Mozilla to use a certain
theme for all new users?  I'd like the Orbit theme to be the default, for
example.  I've been poking around and managed to get various preference,
bookmarks, window arrangement, etc., configured for new users, but haven't
yet figured out how to apply a particular theme.  Anyone ventured this far
into Mozilla?  Carl?  :-)
