why not cheap a psu?

There is a difference between cheap and "of bad quality" though often 
they are linked.

Power supplys of bad quality deliver blippy, dirty power which shortens 
life and performance of electronic components like motherboards, 
processors and sometimes catch fire.

Also I suspect that the claim of 400 watts is false.

We use to use psus made by a chinese company called SH that were 300watt 
(actual) and were $12 in volume. I believe they are carried by 
superpower who may be able to sell consumer volumes. I recommend the 
15-25$ price range as the best price performance.

Some people are diehards about buying the really high quality, I am not. 
Buy moderate quality and save yourself the dough, but do try to avoid 
the bottom of the barrel components. One catch is that is that if you 
are going to buy on the cheap don't have huge expectations about 
durability and longevity. I am usually very pleased if anything 
electronic lasts more than 2 years.
