Stolen laptop

You can access records on the house through the Maricopa County
Assessors web site:
http://www.maricopa.gov/parcelApplication/default.asp

So, you returned a stolen laptop, to the thief, and you actually
expected him to give you a refund?

I hope you get your money back...
