Telnet limit /dev/pts/0-2048

It seems the kernel has a limit on the Unix98 ptys to 2048. We have a
server that needs to have ~3000 telnet sessions running due to tripling
capacity. Is there any way to get this many telnet sessions into a
linux box?

PS I know the bad parts of using telnet. There has been great care
taken to restrict users to a single application and there is only
minimal chance of getting any more access from a standard username and
password.
