You are correct :
$ wget ftp://tgftp.nws.noaa.gov/data/observations/metar/decoded/KPHX.TXT
will get you a 'decoded' version for phoenix. The data is only updated once
per hour and they recommend pulling it at 10 to 15 minutes after the hour.
The contents of the file are as follows:
