new site up

[David Mandala]

Web site needs fixing, it is not doing the right thing when you arrive
at the site via "www.plug.phoenix.az.us" but is OK when arriving at
"plug.phoenix.az.us". The IP address resolves to the same place though
so it's the web server configuration.
