Properly, it's a jabber client, but if your jabber server talks
icq...that makes it an icq client, no?  

Hum, it seems to have died.  I *think* I have it tarred up someplace.
It was called jabber.el.  There seems to be ejab.sf.net but that's
laggy by at least 9 months and seems to have buckets of files floating
around.
