How do you boot Windows into a Terminal Window while having Linux up?

To anyone,
     A friend of mine informed me that you can boot
Windows into a terminal window while having Linux up
in the background.  What boot options would you have
to specific to achieve this goal?  This would be a big
help to me.  Thanks.
