Server Side Includes -Apache 1.3.24

I had to add 

<Directory/>
Options +Includes
</Directory>

within 
<VirtualHost>
...
</VirtualHost>

to get it to run on mine. Apache 1.3.20.
All the other options didn't get it to see the includes I guess.
