I am sorry for the confusion. All the zeros in the address are just place
holders. The correct address is 192.168.200.6.
ie. I go to my remote browser and enter the address "http://192.168.200.6"
and I get the default Apache web page, so I know Apache is working. I enter
the address "http://192.168.200.6/webmin" and I get the 404 error. My
question is why do I get the error?

I think the 0.0.0.0 is to be replaced by your IP address. If it's trying to
link there, then something's configured wrong.
