2 Mount Questions

1. Is it possible to run a program, bash script, or other executed when
a partition is mounted/unmounted without writing a script of just 2
lines calling mount and umount as well as that executable.

2. Is it possible through some kernel module to mount ftp sites as
drives.  I know that NFS/SMB are ways to avoid this but this is for my
web server in Davie, FL and I don't have root on it to allow via SSH
tunnel, an NFS/SMB server.
