IF2 Status 07-09

GCC Network Services is (from the GC paperwork perspective) sponsoring
IF2. I hope to have additional info tomorrow night.  Being a pessimist
(surely not a "conservative") I'm not ready to say it's "in the bag"
yet.  I hope to be able to do that soon.

BTW, the web page is looking great.
