X and mouse configs

I've recently been playing with Suse 8 and noticed my wheel 
mouse was installed as a plain intellimouse with no wheel.
I ran the config tool and set the mouse to recognize the wheel 
and it began working immediately, I didn't have to restart X 
or anything.

I disabled the wheel on my slack box, then booted into X, 
enabled the wheel again, but I can't figure out how to get X 
to recognize the wheel without restarting.
How does SuSE accomplish that?
