This is a spam prevention measure.  You need to check your
mail before you send it.  That way I can't masquerade as
you and send mail through your mail server.  SMTP does not
have any kind of authentications, so the only way the mail 
server knows who you are is if you POP your mail fist.  POP
has authentication.
