Comma key is unusable on my machine

I just checked.  The working system and the system with the problem have 
the same options:
Option "XkbRules" "xfree86"
Option "XkbModel" "pc104"
Option "XkbLayout" "us"
Option "XkbVariant" "basic"
#Option "XkbOptions" ""

On the advice from Dennis Irwin (a co-worker) I checked the differences 
in the xmodmap.  Why should these differences
occur?
