I know this is a linux forum, but you asked.  Unfortunately, not all
of us are accomplished enough to install and configure linux with a degree of 
expertise so that all of out data is protected.  I keep linux behind Windows until I am good enough 
at all the things you need to be good at in order to put linux on the front lines
of the network.

So, to answer your question: 
Yes you can.  Install two nics, right click on the one exposed to the world
 and there will be a "sharing" tab if I remember.  Click on that and tell Win
 to share the connection.  It's pretty self explanatory.  

Whenever Deb wants a Internet service, it will let Winblows know and WInblows will obey.
AFAICT, ICS is just a consumer grade proxy server, no "ownership."  DEb asks, W obeys.

With Zone Alarm, ZA knows about all nics installed, and
 you just tell it that one of them is being shared and ZA takes care of the rest.

I don't think it will; at least it doesn't for Windows 2000 it 
doesn't. I.e., the ICS should not be interrupted.
