That configuration is perfect - nothing to change and can't possibly be
the problem.

I would check to see if networking between the two computers is working
fast enough. If you have samba set up on linux can you exchange files
between the two computers at a reasonable speed?  How about using the
windows computer and starting apache on the linux computer (service
httpd start) and then on the windows computer ...
http://ip_address_of_linux_computer - does that go fast or slow?  By
testing these, you would know if it is networking that is the problem or
the internet is the problem.

Also, you can probably find a decent link for ftp downloading a file -
say 1-5 megabytes in size and try downloading it with both the linux and
the windows computers.
