Windows ssh GUI client.

Hi, Iv'e been using ttssh primalily to forward port 80 through a secure
tunnel to access pages on our compay intranet. In light of this posting, I
decided to try and forward ftp using cutefpt, through the an ssh tunnel. I
forwarded both port 20 and 21 from my local machine to a webserver I
administer (running redhat 7.0 and apache)
If I don't go through the ssh tunnel I can login with my normal user account
and ftp up and down. If I try to log in as root, it won't let me in, which
is correct.
If I go through the ssh tunnel, I can log in both with my normanl user
account and with my root account, I can see directores, but I can't see
files nor can I ftp either up or down. So my expierice is that I can conect
with cuteFTP via ports forwarded through an ssh tunnel, but I can't do
anything with it. I personally don't have a real practicle need to do this
but now I'm curious as to whether ther is a way to make this work, not only
to be able to login, but to ftp up and down
