The GNU project has a full telephony server called Bayonne, that is rather
stable.  You can find it at http://www.gnu.org/software/bayonne/

What is Bayonne?
Bayonne, the telecommunications application server of the GNU project,
offers free, scalable, media independent software environment for
development and deployment of telephony solutions for use with current and
next generation telephone networks. 

This project is subclassed under GNU Enterprise as well and we work with a
lot on getting Enterprise software needs met. If what you need is not
