The LAN idea without official Internet connection is the way to go. Avoids
all those ISP issues. It allows room for private agreements to allow
tunnelling. Authentication is done at the application level, not via the
weak wireless encryption.

Still a lot of resources can be on the LAN without direct Internet
connectivity.  I'll provide a mirror of debian for multiple architectures,
maybe other stuff. We can also share squid caches and maybe setup a freenet.
