You mis-understand.  For example, according to the SFB press release 
(http://www.sfb.state.az.us/sfb/sfbdoc/press.stm), the Cox Communication 
portion of the contract is $27.9 million over 4 years.  I don't know how the 
connection fees and other parts of the $172 million total are spread out but 
that is not the total for just one year.

It is still too much for a system COMPLETELY dependent on network connection 
and it has way too many "cooks in the soup" for my comfort.

The link above has addresses for snail mail and email, though complaining now 
may be too late, now that the deal is done.  Funny how we, the paying public, 
only learn about these things AFTER the contracts are signed.  :^(
