rm -r .

No, seriously, that will remove them all, including the file you wish
removed. Then it will delete the directory you are currently in as
well. Looks to me like someone was bumped an f-key or an arrow or some
such while they were naming a file - hence the escape sequences. You
may also be able to remove that file with an:

rm *"::q"

Which will delete all the files that end in ::q - in this case theres
only the one.
