I believe there's a slight difference:
/etc/issue and /etc/issue.net are pre-login banner messages, /etc/motd
is post-login banner message, IIRC.
The favorite /etc/issue.net that I built was
' lamers need not '
with *no* return, so the prompt came out
lamers need not login:
