Justin,

What that means is that as you burst and use varying amounts of bandwidth on
that T1, UUNet will take what they call a "sample" of your in and out bound
traffic about every 5 minutes and record the usage amount. At the end of the
month they will knock out the top 5% of the usage recorded and bill you
based upon the remaining 95%. What this does is keep you from getting billed
for those occasional peaks that don't last very long but use more bandwidth.
Burstable bandwidth is a good solution if you're not sure what your
sustained usage will be or if your usage is very sporadic. The down side of
a burstable T1 is that it will cost you more per MB. Feel free to call me
