gnome. gmc&panel

How would I stop anyone from accessing run from the panel and from gmc(file
manager) in gnome. Also is there a way so that when they access gmc they can
not go up a level to see anything else besides their own home directory? Give
me some Ideas on how I could accomplish this. everything else about the
desktop questions I've had are pretty much working.
