So, why in the world does the wired network connection show as active before the internet is up?

Unless you have a direct physical connection to your internet provider (you don't, unless you live in a datacenter), there's a device (typically a router or modem) between your device and whatever is carrying your internet (cable, the phone line, fiber, etc.).

It's that device that's up and that you're connected to that your computer shows you have a wired connection to. That device then connects to the internet, which is separate from your local connection.
