And, while you’re there, set yourself up as the person to take over when the google account goes inactive (or whatever they call it).

 

And, if they’ll let you get access to her account, you should be able to change her gmail password, which should let you get the contacts – IF they’re saved in her account.  If not, move the SIM (assuming this has a SIM card) to a phone that doesn’t have a lock on it (or that you know the code) and you’ll have the contacts.

Well, that is going to be challenging. samsung has taken some pretty noteworthy steps to prevent that from being unlockable. however, if she has the power of attorney she can maybe hit up the carrier and get access to some of the contacts. also being android there is a HUGE chance the contacts are there as part of the related google account. She can go to google with the power of attorney can get access to her account from there.
