Is it okay to install and then turn efi off?

Windows 10 and Linux do not share UEFI bios very well yet. so setting yourself up to run via Legacy bios might be the correct option. Unless you are prepared to learn how to use EasyBCD and windows boot management.

Go into bios. Set secure boot crap to off. Install using legacy bios. Try that.

I would make that my mission.  Are you booting from USB?  Have you tried a live DVD?  Install directly on the HD?  Any error messages?

If it were me I'd want to know why your current laptop will not
constantly boot Linux.  And once you know, you may not need to buy
another laptop.

The laptop I got is no good with Linux.  I put it on and
sometimes it
boots but usually not. The USB port I can boot from sometimes is
one
port and other times another. I got $300-350 to play with. Which
laptop can I put linux and kodi on? WOuld making this Lenovo
Thinkpad
100% linux be the best bet?
