Maybe because the package manager didn't install it, it thinks it's not installed.

Have you checked other pre installed software for the same behaviour ?

I saw a suggestion to use the software manager to do the install.  I opened it and searched for Libre Office.  It said it is not installed.  How could that be?  I use Libre Office all the time.  It is there.
