Those direction s are wanting to clear cache and cookies. And that is very browser dependant.
USAA just stopped using the ups store to make deposits and I wanted to use my compute. The cmputer method tells me I need a recent version of Java. I click the link to get it and the screen that follows says:This site can’t be reached
The connection was reset.

Hold down Ctrl + Shift + Del on your keyboard. A new window will open. If you are using Chrome, set your time range to "the beginning of time" and click Clear browsing data.
