Thank you Eric, Alexander and all!  Using cURL helped find the problem and it was indeed malformed headers.  A few weeks ago, kate editor seemed to be occasionally randomly pasting code and it decided to paste a header send in code I don't remember making any changes to.   Thanks guys.

There is nothing in Apache error logs for either server and all other browsers work fine.  Even with no .htaccess and a stub index.php file, I still get the failed connection error.

I have no idea where to start on this.
