Wow.  I've been a LAMP admin for about 5 years ... that's a first for me.  You said you can duplicate this on a vanilla LAMP with "Hello World" content?  I've seen some strange PHP errors with IE, so I'd start there ... vanilla Apache and HTML "Hello World".

There is nothing in Apache error logs for either server and all other browsers work fine.  Even with no .htaccess and a stub index.php file, I still get the failed connection error.

I have no idea where to start on this.
