You can use C++ with NDK.

Basic programming using the Android kit ADT.

I use Eclipse but an Android Studio was released and some people use that... especially when they cannot install correct tools.

If you ever wrote applets, it is very similar...
One thing to remember if you do hire an Android developer and plan to put your app in Play is to get the key when the app is done.

If you don't have that key... you cannot update that app that exists in Play Store!
