Are you thinking of startssl - http://www.startssl.com/?app=1 ? They have a
free cert, but I don't know how good it is compared to a self-signed cert.
Their web site looks like all the other "free ssl cert" web
sites......check your wallet at the door! ;)

IIRC startssl is (or was) included in the base ca cert bundle, which is pretty much all you really need.  It costs nothing. They look for verification via SRV or a text file in a given subdomain to prove you own it (i.e. the same thing every other SSL provider does).
