My guess would be a little bit of corrosion on the contacts and the act of removing and replacing the battery removes enough of it for the mouse to work. Try cleaning the contacts with a cotton swab soaked in alcohol.

I bought my mouse two years ago and all has seemed to be good with it until recently. Now it stops working until I pop the battery out and then put it back in. Have you guys ever heard of that happening? Why is it doing this?
