okay.... what did I do? I gave up on putting footers on only certain pages but now when I get a footer looking like I want I save the doc. close the doc. reopen the doc but LO didn't save the footer info. So what did I do wrong?

You have to use page styles.  Right now every page is just using the default page style.  When you need to do it create a custom page style and apply a footer to that.  Then all you have to do is change the page style to your custom style with a footer to the pages you want a footer on.
