Facebook "terms of service" seem to say one cannot have more than one
facebook page or account, yet some other sources seem to indicate that one
can have both a personal account and a separate business account with

That is permissible if your endeavors are unique!  If all websites fall under the same ministry project, you can use the same account/button/wall. You can get php plugins or apps that will provide a "Like" button on Facebank.  I would go ahead and use it.
