I think T-Mobile might have some low priced unlimited voice and data plan if you own the phone.  You might have to do some research to uncover it.

Verizon has a 4g hotspots you can get. Or you can get a phone and activate a similar function. But the only unlimited vendor left is sprint that I recall.

They have similar options.
