So the latest story is the loophole is not closed just google is limiting to X registrations per hour so if you retry you may get it as long as X has not been reached.  I tagged the 30 people I had with open requests who didnt yet have a plus account by some other means. Sorry they are slow I am faster than google but still have to do this all by hand.
