It's a little different with iPad since if you are going to be distributing the app it will need to be through a developers account which can either create a dev app or a production app. The difference between the two is that the dev app can only be distributed through the app store to a single ipad with a given designator. A production app is basically a free-for-all and available to the world, for a fee if you choose.
