I can not seem to install fcgi. here is the output...

Gem files will remain installed in /usr/lib/ruby/gems/1.8/gems/fcgi-0.8.8 for inspection.

I think that perhaps something is specifically requiring it like perhaps
some statement in environment.rb - perhaps that is what must be cleaned
up.
but to answer your question...
gem help commands # should have led you to...
gem help install # which would surely answer your question
