Thanks! I didn't know Blizzard had parental controls.

The parental controls from Blizzard are based on time of day allocations (ie accessible from 7 to 9 on Thursday). I am looking for limiting access to based on amount of time per time frame (ie one hour on Thursdays).

You can actually do it online, through Blizzard (assuming you're paying the WoW bills).
