Its not practical to have object code that is executable on both linux and windows. With careful
programming you can write C/C++ code that is portable, but its not easy. For windowing QT is probably your best cross-platform choice. As soon as you delve into any I/O, or any hardware specific function you're likely to commit yourself to an OS.
as for you particular app, if you're just pulling DB tables, you can use a variety of connectors which are cross platform. If youre trying to customize Mysql in some other way, it would really depend on the particular problem.

It's not possible because Linux and Windows use different executable
file formats.
