if the USB card reader and drive are powered via a PCMCIA slot, don't stop this service. But it would seem these are just hooked into your existing USB slots, which has yet another service running for these. So if your using the USB stuff from a card attached to a PCMCIA slot, which it doesn't seem you are, you wouldnt want to shut off this service. Give it a whirl, and Im sure you will still have your USB drive and card reader.

as for running chkconfig it isn't on the system. I tried to apt-get it but
the computer said the program was probably obsolete and that there was no
instalation canidate.

As for the PCMCIA card I have a USB drive and a USB multicard
reader/writer; does either of those count?
