Dillo, on the otherhand, is difficult. It isn't really useable for
anything other than looking at simple web pages. Or is there a way to
get it to do anything? Could I say compile CSS into it? How about flash?

  I don't think you'll have any luck with Flash, and I don't think CSS has been fully implemented yet in dillo. Maybe check out the Dillo-i18n patch for more features, at http://teki.jpn.ph/pc/software/index-e.shtml.
